The UK government in February 2025, accepted the 58 recommendations which will oversee building and fire safety regulations. This was the final report leaning into the Grenfell Tower Inquiry.
Deputy Prime Minister Angela Rayner stated:
“We are acting on all of the Inquiry’s findings, and today set out our full response, detailing the tough action we are taking to drive change and reform the system to ensure no community will ever have to face a tragedy like Grenfell ever again.
That means greater accountability, stronger regulation, and putting residents at the heart of decision-making. We must deliver the fundamental change required. We owe that to the Grenfell community, to the country, and to the memory of those who lost their lives.”
New Key measures announced
- Stronger Rights for Residents as safe housing is fundamental right and not a privilege.
- Allowing tenants protection in challenging landlords for high quality, secure and safer housing (Four Million Homes training programme).
- The government will be pushing forward the ‘Make Things Right campaign’ Make Things Right campaign toolkit – GOV.UK making it easier for tenants to report safety concerns and ensure landlords take appropriate action.
- A ‘green paper’ will be launched which includes detailed proposals for system wide reform of the construction products regime.
- Higher standards and tougher rules for construction with a single new regulator to ensure building safety are held to account.
- There will be an oversight of construction materials, manufacturing, testing and certifying, which will see consequences for non-compliance.
- Moving forward there will be accountability, transparency and accessible public records of all inquiry records.
- Feedback and review of phases will ensure transparency and effectiveness.
The government will be working in partnership with the industry to ensure these phases are implemented and effective. The first phase (2025 to 2026) will be focused on making sure that they effectively deliver the current programme of regulatory reform and change. During the second phase (2026 to 2028) It will focus on having fully developed proposals to deliver recommendations, legislation and wider reform. From 2028 onwards, the Government will focus on implementing these reforms.
Other key measures announced
- Residential PEEPs policy reviewed to improve the fire safety and evacuation of vulnerable disabled and residents in high-rise and higher-risk residential buildings
- Halting unqualified individuals from making critical fire safety decisions, by legally requiring fire risk assessors to have their competence certified
- A legal duty to uphold new ‘Hillsborough Law’, compelling public authorities to disclose the truth, ensuring transparency in major incidents, and holding those responsible for failures to account.

“Hillsborough Law was in place in 1989, it would be impossible for the truth to have been hidden, because those hiding the truth would have known they would be found out, and quickly prosecuted… This is a sophisticated bill with a laser guided purpose”
